The main changes in Issue 9 are summarised below:
Product Safety Culture – There are considerable additions to food safety and culture requirements in section 1.1.2
HACCP/Food Safety Plan – The whole of Section 2 has been aligned with the requirements with the 2020 revision of the CODEX General Principles of Food Hygiene.
Outsourced Processing – There has been an update of the definition of outsourced processing added to the Glossary and updates in Section 3.5.4 Management of Outsourced Processing.
Equipment – There are major revisions of the requirements of Section 4.6 Equipment.
New Section 5.9 Animal Primary Conversion
Authenticity – ‘Integrity’ has been replaced by ‘Authenticity’ throughout the standard.
Other changes in Issue 9 include updated requirements associated with core product safety activities including as internal audits, root cause analysis, preventive actions and incident management.

This module is to assist manufacturing organizations in understanding those prescriptive elements within the Food Safety Modernization Act (FSMA) preventive controls for human foods and animal foods that are not explicitly covered within the Global Standard Food Safety.

What is Module 13: Meeting FSMA Requirements for Food?
The BRCGS Module 13: Meeting FSMA Requirements for Food is a voluntary add-on designed to bridge the gap between the BRCGS Global Standard for Food Safety (Issue 9) and the specific prescriptive requirements of the U.S. FDA’s Food Safety Modernization Act (FSMA). The module supports food production sites to understand how the regulations established under FSMA apply to their company’s business activities.
Does certification to BRCGS Issue 9 automatically mean I am FSMA compliant?
No. While there is a high degree of alignment between the two, BRCGS Issue 9 alone does not explicitly cover every prescriptive element of FSMA.
The Gap: Module 13 identifies specific legislative requirements across the suite of FSMA rules (such as certain Preventive Controls for Human Food) that are not fully detailed in the core BRCGS Standard.
The Solution: Module 13 provides the “deeper clarification” and specific checklists needed to show evidence of compliance with these additional U.S. regulations.
Is Module 13 mandatory for all BRCGS-certified sites?
No, Module 13 is a voluntary additional module.
Who needs it: It is primarily designed for facilities located within the U.S. as a preparedness step for regulatory inspections, or for international sites that export products to the U.S. market.
Importer Requirements: International suppliers often use this module to provide evidence to their “Importer of Record” that they have specifically addressed aspects of the Foreign Supplier Verification Program (FSVP).
Will passing a Module 13 audit prevent an FDA inspection?
No. Obtaining a BRCGS certificate with the Module 13 addendum is not a substitute for an official FDA or state regulatory inspection.
FDA Recognition: While the FDA has acknowledged that BRCGS Issue 9 plus Module 13 is “in alignment” with the Preventive Controls for Human Food rule, they maintain independent authority to conduct their own inspections.
Benefit: The primary benefit is audit readiness. Successfully passing this module gives sites confidence that their food safety management system meets the technical components required by the FDA, reducing the risk of regulatory non-compliance during an actual inspection.
