About the BRCGS Global Standard for Packaging Materials

Originally developed and published in 2001, the BRCGS Global Standard for Packaging Materials was the first packaging standard to be globally recognised by the Global Food Safety Initiative (GFSI). The standard quickly became the global industry benchmark for packaging excellence and is now used by over 6,000 sites in over 90 countries worldwide. The Standard prescribes the product safety, quality and operational criteria that must be put in place by Food Packaging Manufacturers in order to achieve certification. Certification to a GFSI benchmarked standard is becoming a compulsory requirement when tendering for sales contracts in the food industry.

BRCGS Global Standard for Packaging Materials Issue 7 was published in October 2024, with the first audits and certification to issue 7 commencing on 28 April 2025.

The scope of the Standard has been revised and now sets out requirements for the manufacture of packaging materials that are used in:

The manufacture of, and filling operations for:

  • food, beverages and feed
  • hygiene-sensitive consumer products (including cosmetics and pharmaceutical products)
  • Raw materials, and other consumer products such as single use disposable products (where appropriate).

The requirements of Issue 7 are laid out in the following sections:

Section 1 Senior Management Commitment

Section 2 Hazard Analysis and Risk Assessment

Section 3 Product Safety and Quality Management System

Section 4 Site Standards

Section 5 Product and Process Control

Section 6 Personnel

Section 7 Requirements for Traded Products (if applicable to your site).

The key changes applicable to Food Packaging Manufacturers include:

Product Safety Culture – a major revision of requirement 1.1.2.

Continual Improvement – emphasis on senior management commitment

Hazard Analysis and Risk Assessment – significant revision in line with GFSI and CODEX Alimentarius requirements including new identified clauses and the need to validate the HARA plan.

Allergen Management – the need to consider potential contamination from allergenic materials when developing the HARA plan and implementing appropriate controls and training.

Management of Outsourced Processes – updated statement of intent on intermediate process steps and outsourced activities.

Traceability – increased emphasis on the testing of the site’s traceability system

Non-Conforming Materials – amended the clauses covering the control of non-conforming materials, corrective and preventive action and the management of incidents.
