The BRCGS Global Standard for Packaging Materials: Issue 7 provides a framework for all types of packaging manufacturers to assist them in the production of safe packaging materials and to manage product quality to meet customers’ requirements.

The standard puts a strong emphasis on management commitment, a hazard and risk analysis-based product safety programme and a supporting quality management system.

BRCGS Global Standard for Packaging Materials Issue 7 was published in October 2024, with the first audits and certification to issue 7 commencing at the end of April 2025. Issue 6 has the same first 7 sections:

  • Section 2 Hazard and Risk Management System
  • Section 3 Product Safety and Quality Management
  • Section 4 Site Standards

The main changes applicable to Food Packaging Manufacturers include:

  • Product Safety Culture – a major revision of requirement 1.1.2.

  • Continual Improvement – emphasis on senior management commitment

  • Hazard Analysis and Risk Assessment – significant revision in line with GFSI and CODEX Alimentarius requirements including new identified clauses and the need to validate the HARA plan.

  • Allergen Management – the need to consider potential contamination from allergenic materials when developing the HARA plan and implementing appropriate controls and training.

  • Management of Outsourced Processes – updated statement of intent on intermediate process steps and outsourced activities.

  • Traceability – increased emphasis on the testing of the site’s traceability system

What is the transition timeline for Issue 7?

This is the most critical question for current certificate holders.

Effective Date: All audits conducted on or after April 28, 2025, must be against Issue 7.

Existing Certificates: Certificates issued against Issue 6 remain valid until their expiration date.

Training Readiness: BRCGS began auditor and site training programs in January 2025 to prepare the industry for the change.

How has the “Scope” of the standard expanded?

Issue 7 clarifies and expands what products can be certified, specifically addressing items that were previously “borderline” between packaging and consumer goods.

Single-Use/Disposable Products: The standard now explicitly includes single-use items manufactured from the same raw materials and processes as packaging, such as paper plates, napkins, and takeaway containers.

Sustainability & ESG: There is a new emphasis on Environmental, Social, and Governance (ESG) values, requiring manufacturers to show commitment to fair sourcing and waste reduction within their operations.

Terminology Update: “Staff” has been changed to “Personnel” to cover all site workers (including contractors), and “Production” has been updated to “Manufacturing” to align better with industrial packaging processes.

What are the new rules for Mandatory Unannounced Audits?

Aligning with GFSI benchmarking, Issue 7 reinforces that sites cannot indefinitely avoid unannounced audits.

The 3-Year Cycle: Every certified site must undergo at least one unannounced audit within every three-year period, even if they have opted for the announced audit program.

Blended Audit Option: Issue 7 formally allows for “Blended Audits,” which combine a remote document review using Information and Communication Technology (ICT) with a physical on-site inspection.

Unannounced Protocol: The certification body will notify the site which year in the three-year cycle the audit will be unannounced, but the specific date remains a surprise within the four-month audit window.
